ENERGOBALTIC was established in 1997 by PTS HYDROMEX Sp. z o.o. and Przedsiębiorstwo Poszukiwań i Eksploatacji Złóż Ropy i Gazu (Exploration and Exploitation of Oil and Gas Deposits Company) PETROBALTIC SA. In December 2000 Rolls-Royce Power Ventures (Władysławowo) Ltd from Great Britain joined the company as a shareholder. In October 2008 Rolls-Royce Power Ventures(Władysławowo) Ltd changed its name, and now incorporated under the name of Stablewoods Power Ventures (Wladysławowo) Ltd. The company initial capital of the company amounts to PLN 45.036.000 and 100 % of shares in the Company are held by LOTOS Petrobaltic S.A.
This undertaking was achieved by constructing a combined heat and power (CHP) plant in Władysławowo burning fuel gas. This is an environmentally friendly project because over 120 local coal-fired boilers and boiler houses, which were the source of so-called "low emissions", were liquidated. Therefore the operating plant protects the atmosphere against the emission of over 130 thousand tons of pollutants per year.

The project concept has been developed since the establishment of the company i.e. since 1997. The actual construction commenced in February 2002 and as early as 18 September of the same year heat started to be delivered to the inhabitants of the town of Władysławowo.
The project was divided into two essential phases. The first one included construction of the Heat Generating Plant and District Heating System, key parameters were: hot water district heating system with water temperatures at 130°C/70°C, a total length of ca. 10 km and an installation of over 120 heat exchangers. The target was to start up the heating system not later than mid-September 2002 so that the heat could be supplied for the heating season 2002/2003. Despite the very short duration of the construction period — only 7 months — the date was achieved and on 18 September 2002 heat supplies to the town system officially started.
The second phase included the construction of the gas supply system from the offshore platform to the mainland, the gas treatment and storage facility onshore and the gas turbines together with the waste-heat boiler working on gas fuel.
On 30 June 2003 the whole project was completed, commissioned and operations had begun.
